Air resistance only occurs when an object is moving

As the car in the diagram above (Example 1) is not moving, it is not experiencing air resistance. It is experiencing the common forces on an object resting on a solid surface.

The car in Example 2 above is now moving forwards so it is experiencing air resistance acting backwards.
